Michael S. Regan is a social impact and clean tech entrepreneur who served as the 16th U.S. EPA Administrator, shaping policy and driving investment outcomes across the globe. As Founder and CEO of M4 Strategies, he facilitates public-private partnerships that connect private capital to high-impact, value-driven opportunities in communities seeking enduring solutions to longstanding challenges.



As EPA Administrator, Regan facilitated the implementation of the landmark Inflation Reduction Act, unlocking over $115 billion in federal investment in clean energy innovation. He is committed to building a better future for the next generation and believes in using sustainable innovation as a catalyst to preserve hard-fought environmental victories and unleash economic prosperity.

Kathleen C. Lance brings over a decade of senior-level operational leadership experience to her role as Chief Operating Officer. Most recently, she served as Deputy Chief of Staff for Operations at the U.S. Environmental Protection Agency, where she held a Federal Senior Executive Service appointment managing day-to-day operations for the Administrator of a $10 billion agency with more than 16,000 employees nationwide.

Prior to joining EPA, Kathleen spent eight years with the North Carolina Department of Environmental Quality.

Kathleen's expertise spans operational strategy, executive team management, complex logistics coordination, budget oversight, and cross-functional stakeholder engagement. She excels at building efficient processes, managing high-performing teams, and ensuring seamless execution in fast-paced, high-stakes environments.

Kathleen holds a Bachelor of Arts in Political Science from Elon University.

Melvina T. Regan is an accomplished leader in talent acquisition and talent strategy, offering nearly two decades of comprehensive experience in managing end-to-end recruiting operations, workforce planning, and talent analytics. Her expertise spans the technology, professional services, and financial services industries.

She is recognized for building and scaling talent acquisition organizations, leading high performing teams across North America and globally, and advising senior business and HR leaders on operating model design, KPI governance, and execution discipline to achieve measurable outcomes.

Her experience includes leading global talent acquisition operations and transformation at Lenovo, with accountability for multi-region governance, executive reporting, vendor and budget stewardship, and hiring-system modernization; directing North America RPO delivery and performance for The Adecco Group; and providing talent acquisition and organizational development leadership at Deutsche Bank.

She holds a Master of Science in Industrial/Organizational Psychology from Radford University and a Bachelor of Arts in Psychology from North Carolina A&T State University.

Melvina lives in Raleigh, North Carolina with husband Michael, 12-year-old son Matthew and their family dog Zeus.

Maria T. Michalos serves as Senior Advisor for M4 Strategies. Most recently, Maria served as White House Associate Communications Director, where she led the public affairs strategy for President Biden’s environmental, climate and artificial intelligence initiatives, and coordinated the rollout of marquee environmental policies across the President's Cabinet.

Prior to joining the White House, she served as the top public affairs official at the U.S. Environmental Protection Agency, where she advised Administrator Regan on the agency's major regulatory decisions, crisis communications, and media strategy. Previously, she was Senior Manager for Executive Communications at the Natural Resources Defense Council (NRDC) and Director of External Communications for the New York State Governor. She holds a Bachelor’s degree in Politics from New York University and a Master’s in Public Administration, specializing in urban development and sustainability.

Maria is currently pursuing her Juris Doctor (J.D.) at Yale Law School.
